IAPMC MOURNS PASSING OF FORMER UN SECRETARY-GENERAL JAVIER PEREZ DE CUÉLLAR

Former UN Secretary-General, H.E. Mr Javier Perez de Cuellar, who was known for his peace-making efforts including brokering a ceasefire in the Iran-Iraq war, died yesterday in his native Peru, aged 100, his son said. Javier Perez de Cuellar served as UN secretary-general from 1981 to 1991, when he was often described as a "pacifist by vocation and nature."

For Peace Messenger Cities M. De Cuellar's dedication for peace was of extreme importance as mostly all of the IAPMC founding member cities had received the Peace Messenger City Charter signed by Mr. DeCuellar during the period of 1988-1992. International Association of Peace Messenger Cities expresses its gratitude to Mr. De Cuellar to recognize the importance of international recognition of cities' efforts for promoting peace, cooperation and mutual understanding. 

On December 31, 1981, Pérez de Cuéllar succeeded Kurt Waldheim as Secretary-General and was re-elected for a second term in October 1986. During his two terms, he led mediations between Britain and Argentina in the aftermath of the Falklands War and promoted the efforts of the Contadora Group to bring peace and stability to Central America. He also interceded in the negotiations for the independence of Namibia, the conflict in Western Sahara between Morocco and the Polisario Front, the war between Croatian forces seeking independence and the Yugoslav federal as well as local Serb forces, and the Cyprus issue. He also presided over in 1986 an international arbitration committee that ruled on the Rainbow Warrior incident between New Zealand and France. In 1983 he initiated the World Commission on Environment and Development (WCED) in order to unite countries to pursue sustainable development. His second term as Secretary-General concluded, as scheduled, on December 31, 1991.
